Right, but I'd like to know if Administrators are suppose prevent the postings similar to a non-premier member trying to post in the Items for Sale forum.

Exactly. Banning will not allow that person to log on to the site with the banned user name. They will be able to browse as a guest unless we also ban their IP address which we sometimes have to do.

You are not seeing a banned member making new posts unless something is broken somwehere. You are probably seeing a post by a user who has been banned but you can still see what they wrote before they were banned. Banning does not remove all of their previous posts.
