Honestly surprised VA ranked higher than NY and a lot of other states. People can't drive to save their lives here. NYC and LI is at least organized chaos.

Exactly... In NY and NJ it's organized chaos i.e. aggressive but expected, everywhere else it's "Crazy Ivan's", i.e. who the hell knows what someone is going to do.

I agree, test scores mean nothing in the real world. The Pacific NW is the only place in the US where I've seen people come to a dead stop to merge onto a highway.
