This seems like local government gone wrong. Can't blame them for having to cut budgets and for the grass being long.
However, arresting a guy? Why not take some initiative and thank him and try to organize the community to pick up the work on weekly community days to cut the areas there is no budget for? At least offer it as an option - no one wants to look at that long grass. Budget cuts across communities are actually an opportunity to bring people together - take pride in the way the community works - maybe the local government has more "free labor" than they could envision. Stupid.
