Just got off the phone

So I just got off the phone with BMW Canada, I was inquiring about a Recall Clearance Letter for a 2005 4.8iS, they quoted me the well known $500 bs which I was expecting. What I didn't expect was the quoted $3800+ to "change the dash" to the Canadian one. I know BMW C has been doing it's best to discourage importing, but that's ridiculous. I then proceeded to contact Trans Can, the really nice lady told me that they (T CAN) have no requirements that necessitate the dash change, She plainly stated that only the DRL's may need be turned on, that all other gauges meet standards. So is this just more of a cash grab? This is the only vehicle in my experience that would "require" that much $$$ to bring across. WTF BMW Canada???
