I would think it is based on who drives these vehicles. They look like grandma/grandpa grocery getters and vehicles with no pizzaz. Perhaps the people who would like such a vehicle have never known "spirited" driving.

Most likely coincides with the 10 slowest cars and/or 10 least enthusiastically owned cars... 10 cars that draw the least enthusiasm etc.
I did my part to make sure the E53 isn't on that list last weekend! Highway oops with mom in the truck... We at least had a laugh with the state trooper, who was a really nice guy. Didn't even say anything about the window tint or smoked headlights. COP: "I clocked you going 79" ME: "but sir, I swear it felt like I was doing 60" MOM: "It is actually really hard to go slow in this BMW, I swear!" COP: I know, this is an IS right? My brother in law has one, it's really fast" ME: "then you understand my position!" COP: "unfortunately you're still getting the ticket..." ME and MOM: "DAMN!"

I remember how happy I was when the NC highway patrol went for the Ford Edge that was trying to block me and the X6 who were driving "spiritedly" from Greenville to Charlotte.
Seeing those lights on the F150 with a driver on the radio took a couple months off my life.
