Looks like a bad case of Florida Black Mold...
 The lines of the car are nearly hidden by the flat black fabric. Some oil sheik's kid's car, I would bet.

I imagine bugs, bird poop and road tar stick really well to velvet.
A big fail on the parking too. With that much room it should have been done in one pass.
