I have lived in a country without a divorce law (Chile). It doesn't protect marriage in any sense. It has a huge negative impact on half of the people involved in marriages that break up. Marriages still break up, but now there is no legally enforced child support, no spousal support, no rights for those abandoned. You can't legislate fidelity, or people staying together, so it ends up being a false security.
