Coding DME and EWS

Knowing what you know about coding, and the fact that my E53 won't start, how would or should I go about testing or coding?

My cable is essentially a K cable, pins 7/8 are jumpered, and it does...

Checked the ignition switch

Watched a YouTube video on it - with a multimeter, I confirmed voltage is being supplied to the starter, checked the fuses for the immobilizer, also good. I guess next step is to check the voltage...

The battery has been on charge the entire time. The relay 'clicks' when you turn it over, but the starter doesn't engage, nor do I hear the fuel pump - but this is brand new.

So today I was prepping for a road test, but the ECM and a couple of relays back in the holder, but the air cowl back in place with the 4 plastic rivets, went to Fire it up - nothing, no fuel pump...

Pulled the hose from TB again - new rubber ring was cracked

and partially sucked into the TB. Replaced it, used the original one I had laying around - buttoned it all back up, smoke test showed no vac leaks, so crossed fingers and fired it over. Success. ...

What cable to use for E series?

I have a USB to ODBII cable, that has the two pins jumpered, but I don't have an ICOM cable - from what I've read you need to have ICOM to do any programming with an E series, if that is correct...

The MAF and TB are both 3rd party, from BAV Auto (just before they shut down)

I was using DIS, but then migrated to Rheingold, but the laptop is so old that it was painful.

2002 E53 4.4i - rough idle, surging power.

Original codes pointed to MAF and Throttle Body - replaced both, no difference. Replaced fuel pump, still no good.

I am not getting any codes other than MAF and TB, I have checked for continuity...

Not for DIS - and doesn't address the error on pin 17 I'm getting...

Now, I'm not sold on DIS, it's very old, and clunky. If there is something I can buy that you can recommend, I'm stuck trying...

The Butterfly wasn't moving even with the accelerator, so we pulled it, cleaned it, and then even after replacement, didn't move - so we tested moving it, and the revs did increase.
