I had the same problem and the dealer replaced the steering rack under warranty as well. No problem since last winter.

I have had the problem intermittently for about 6mos. Finally, the service engineer when on a test drive with me and heard the same thing. It ended up a replacement of the streering rack.

Its time to talk to the service manager or the service director since you have been in three times for the same problem. It may not be a problem with the battery but it could be a short in the system...

BTW, the bundle is there and hidden very well underneath the large metal bracket. I had the same problem looking for it and finally I went a bit further to remove the whole center tray and lift up...
