Rear Bumper Valance - Can it be seperated

Need to repalce the black rear bumper valance, my question is this an all one piece unit or can the black valance part be seperated from the actual bumper.

I swapped the switch out & then it worked fine....

I swapped the switch out & then it worked fine. My master drivers swith assy is waht went bad but it did not affect any other systems.

I just tracked it down to a bad window switch. I was suprised as they never seem to go. I took the whole switch apart & did not see any evidence of a bad or burnt board, prob a bad hardware chip.
