Have you tried simply disconnecting the battery and letting it sit for a half hour or so yet? This would be the first thing I would try, easy to do and free.

We are talking about the battery in your X5, not the Tech 2 scanner. Check that as these vehicles are extremely voltage sensitive. It is possible that disconnecting the battery for a bit will help...
