I did some more work this weekend. I took the actuator off and tried to spin the shaft that actuates the clutch. It doesn't free spin but with a little effort I can turn that shaft by hand...

I will check the battery/alternator I know the running voltage was 14.4
and look at the ABS sensors again also.
