OE put 22in wagon wheels on the X5

Parked next to a similar E70 with 20s. My wheel tire combo is at least an inch taller. Is this why my X5 feels sluggish and gas mileage is so disappointing?

Me: 22in Giovanni's with 265/40 tires very nice but probably not a good fit
