They didn't make a full M version, but they certainly made an M-Sport version of the X3. It was the only M Sport model that made it into the US when it was introduced, as BMW USA seemed to worry about diluting the brand. We had it prior to that in Canada, as did Europe, as well as M Sport versions of many other models. Check my sig. Note that we get the regular model, the sport model, and the M Sport model. M Sport is not the same as Sport.
M Sport packages typically include M Sport wheels, M Sport suspension (more tuned than the regular sport suspension), M steering wheel, M door sills, M pedals and/or dead pedal, M shifter, and anthracite headliner. BMW USA did sell M body kits for several models, for dealer install, but not the rest of the items.
