Our is a 2007 (new shape) X3 so age may not be too relevent a factor.
The rear jet didnt block on ours - water stopped getting to it so the break in the join/pipe is the issue. No idea how that happened with ours though because the dealer did the work so we do not know where the break was. We assume it was towards the front of the car with the water showing in the front and rear footwell but thats as much as we know.

I believe you need to undo the panel under the dashboard (by your legs) and shrink your arms to get to it) ;)

Being unable to remove the Carpets to gain access to the leak I decided to bypass the problem.

You will need about 4 Met of 4mm Washer Tubing and 2 line connectors from your local Motor Factors, not Halfords. Just be sure the connectors will fit the old tubing, take half an inch with you to check.

First disconnect the tube from the reservoir pump as water will continue to siphon out of the leak while this is still connected. Block the pump outlet.

Then remove the bonnet release lever, plus one other screw (both star screws), and pull off the small kick panel. Remove 3 screws from the trim under the dash, pull the trim down and let it hang.

Identify the washer tube where it comes through the Firewall by the Pedals, take off some black tape and free as much of the tube as you can to give you a workable free end.

Cut the Tube at this point.

Pull off both the front and rear door plastic sill covers.

Remove the rear seat squab, pull up from the front, it just clips in., you should then be able to see the washer tube again where it crosses over to the other side of the car before traveling upwards to the rear gate.

Cut the tube again at a point which gives you working room.

The rest is easy, just fish the new tube through the sills under the carpet and join to both ends of the old tube with line connectors.

Tidy things up, replace all the bits you have removed, reconnect the Tubing to the pump and the job is done. Better than 2 days of dealer labour at about £60 per hour (+VAT).

Had the front drivers carpet up and had about 2" on washer water, tried the jets and it was leaking further towards the rear, had the rear carpet out and found the leak where the washer pipe travel along the consul over the rear transmission hump and then along the edge of the rear seat base. The leak was right where it travels along the transmission hump. The rear wells was also 2" deep. In total must have been 4/5 pints :popcorn:

Would guess that a few years of kiddies trampling over it has damaged the pipe. Halford's tomorrow for the pipe.

Going to cut alongside the transmission hump put in the new pipe section and then rejoin by the rear seat base by the nsr door.

It's a bit of a pain because to get the the carpets properly you have to remove all the outer plastic trim and both front seats. On the bright side found £1.86 in change :D so it half pays for the pipe and connectors.

Not a great design by BMW, particularly as it is designed pretty much as a kiddy wagon, but hell if that's the only problem then I'm happy.
