You are correct in that the oil flows through the filter. It flows in one direction. Then there is the check valve, or anti-drain back valve, that stops the oil from flowing back to the sump when the engine is shut down. That valve can be in the filter or filter housing, depending on the model. If it is not functioning correctly, there will be no oil in the filter on startup, and until the oil makes it through all the passageways you will have the equivalent of a dry start.
