cheapest valve I could find was at ECS ($5.74) but shipping put it higher than ebay ($8.79 shipped)

Just got back from fixing it. The valve was stuck just like you said and I tried to open it but quickly gave up, as I would indeed have broken it. I fixed it with the help of silicone spray, sprayed inside it from both sides and waited a few minutes, repeated the process a few more times to be sure and it worked.

Installed it back on the car....said a few prayers....pushed the stalk and hey presto! :)

My 07 328xi's (also with just over 100k miles) rear washer sprayer just stopped working :doh:

Fingers crossed that the process to diagnose the issue is similar...
