BMW X5 4.4 License plate Light issue

I get an Error that reads on the dash

(check licplate Light)

It's night time the car is in park the headlights are on once i put the car in drive they shut off-

I changed both License plate bulbs and still get the error

can it be a fuse? Any idea?
