Is this tell tell of a cracked/clogged ccv

Got valve cover and gasket changed... And still has oil leaking out.. I thought it was the oil filter housing gasket but when i opened the oil cap, i noticed a howling sound.. So i am assuming i might have a cracked ccv diaphragm.. https://youtu.be/Sa9uP53rIks

Disconnect the DISA connector and see if howling sound makes any difference?

Seems like it's stuck!

interesting, does a stuck DISA cause the howling sound... The only time you hear the howling sound is when i open the oil cap and it goes away when i close the oil cap...
