should purge control valve "click" with key #2?
 

I have had issues with my purge control valve, or also called fuel tank breather valve thats under the hood, I replaced it twice when I have gotten codes.

I just noticed that it "clicks" - like on/off fast when the key is in number #2. NOT getting any codes for it and not sure if it clicks when the eng is running - cant hear with eng noise.
Should it be clicking?
