Xenon issue

Hello, I have an issue with low beam xenon. I have replaced everything and still won't turn on. I've swapped headlights left to right and confirmed there's no issue with my bulbs/ballast/alc module. I've swapped LCM and still one headlight out. I think I need to do the procedure in this SB:

What software do I use for the steps outlined in the SB? Thank you

Is it just the one bulb or the whole unit not working?
