On my car I have two filament Lamps top and bottom but only one circuit was wired to the top lamp until I rewired it to have power to the brake filament of the top lamp. My car was born 5/01. The tail lamp assembly was from 2012 however so who knows what that was about. I was pretty sure wife's (born 07/00) had dual filament lamps also but with just the low power filament wired in the top lamp. In her case the lamp hardware did not have the circuitry to support the hack to wire the bright filament on the top so it's possible it had single filament lamps but I can't remember.
