I have purchased the certified 2002 3.0 X5 with 53,000 miles. Right now I have reached 60,000 miles and inspection light is on. Because it is certified do I have to take it to service, or I can just change the oil, and maybe spark plugs? I would appreciate any input.

Well, that depends on whether it's still under warranty.
If it is still under CPO or original extended warranty, you have to complete all recommended services/ inspections as part of keeping the coverage active. Naturally, they wouldn't want to cover any issues that have been "let go" due to lack of service.
There are details on Service Schedule & CPO coverage in the Articles section here as well as in your CPO handbook. I'd recommend reading it sooner or later cause it would be a shame to lose a warranty on technicalities if you don't keep track of the services.

Thank you for the info. As far as I know I still have some kind of waranty up until 100,000 miles with $50 copay if there is some kind of problem, and it needs to be fixed. So I'll look in to it. Thanks again.

the CPO warranty will only cover any problem w/ the vehicle, be it electronical or mechanical, it will not cover you for service and items that wear out, for example tires or brakes etc.
I am not sure how much the Insp. 1 is but you should have it done or at least check your owner's manual to see what it consists of and try to DIY.
