Big dilemma...2nd chance eBay offer

I was bidding on eBay item# 110153999878. The auction is for 4 OEM BMW style 168 wheels in great shape. The auction ended in the middle of the night, and the winning bid was $1075 + $129 shipping - I came in 2nd at $1051. I get an email from the seller the next morning stating that he doesn't think the winner is going to purchase the wheels, since the winner has 0 feedback, and is from Canada, which violates 2 of his auction terms. I reply that I'm interested still. Then, a few hours later, he says that he's sorry, but the woman paid his paypal account, and gave him an address in the US to ship to, and that he's sorry for taking up my time. No big deal, but then a few more hours later, he says that he refunded the woman's money, and sent me a 2nd chance offer for my bid at $1051...this is a great deal for OEM 168's...but, I'm very hesitant as it seems too fishy.

What do you think?

Is the 2nd chance offer showing up in your "My Messages" section of your eBay account? If not then it is definately a scam.

The 2nd chance message is in my ebay message list. My biggest hurdle of purchase is understanding why a seller would refund the money and sell them to me for $24 cheaper...He could have been done with the transaction...I'm not going to accept the offer, unless there's a way that I'm totally protected, and I do not trust paypal for a minute.

where does the seller live?

lets get some X5 guys to go look at it for you

In Texas...I'm not sure if its worth bothering anyone on a Monday, but it is a nice offer.

Might be legit but be careful with the 2nd chance offers. I am sure you already know but, whatever you do...no wire transfers!

If they were located in Soth Florida I would check em out for ya!!!!

If you do buy then pay with PayPal using a credit card for the source of funds. that will give you some recourse to challenge the charges if the seller doesn't come through.

Thanks for the offers! I may just use my CC to be the source of funds for Paypal - great idea...I may need to sleep on it.

I don't see any mention of the seller's feedbacks. That has to factor into the decision.
