Can you ship out steering wheel airbags?

I'd like to know if its legal to ship out steering wheels with airbag. Someone offered to by my 4 spoke steering wheel with airbag from a different state. Do I need to get UPS special approval to ship Hazmat/dangerous devices. I see so many sellers on ebay without any disclaimers whatsoever.

I just had one shipped from San Fran to Canada. Aparently you need a special metal cage (the original cage BMW Germany ships them out with) for you to ship.
