OK this part was loose in my (spare tire area of the) trunk when I went to disconnect the battery tonight.

What is it? Where does it belong?

Winner! Thanks much NRA! Somewhat on topic, does anyone elses jack and assciated parts not really fit in any of the spots designated to them? Its like a jigsaw puzzle trying to get everything to fit "properly" back there.
