This seams to apply to US X5 not EU
In EU eaven inner lights light up when you PUSH on the stalk (constant high-beams)

Isn't this basically the delta between highbeam+xenon versus highbeam only?

I can do that in the E70 (but not E83, E53) and found that odd. In the E70 it is just a flap that moves, btw.

There is a certain amount of logic in that. If you are in thick fog and put on high-beams all you get is the high beams reflected back (i.e. brighter fog!) - high-beams are pretty useless in that situation and so having fogs which shine at a lower level and at a different angle are more use. And of course you shouldn't be using your fog lights if it is not foggy.
