tie rod end

TIS says the torque spec from tie rod end to tie rod(locking nut) is 38 ft-lbs but it seems to be tightened only by open wrench. so, how do I measure torque on open end torque wrench? any ideas?

yeah. that's what I thought. it's crowfoot wrench. I'm asking because there are some threads talking about tie rod diy and I didn't see anyone address it. (torque on the locking nut between tie rod end and tie rod)
