is the expantion tank supposed to be pressurized?

what do you mean pressurized? Open it when hot it will hissss, is that what you mean?

yes, but more like coolant gushing out of the bleeder screw.

Your bleeder screw should be tight. Is it leaking? The bleeding screw is meant for bleeding the air from your expansion tank upon fillup.
