Interior Heater Fan

My interior heating controls do not seem to affect the fan speed. It seems to be on a fairly high rate all the time, no matter how I set the controls, unless I switch the fan off completely. Has anyone else had this problem?

Are you sure you do not have the defroster button on because when the button is on the heater speed stays at the highest level until it is turned off

No, my normal settings are set to Auto and the air-con on and auto recirculation selected. But even if I have the air direction set to screen, or face, or feet and teh air-con off and recirculation off, the fan still keeps pumping away at high speed. It does not respond the the fan speed switches either.
