Fender Flares
 

Does anybody know what the beat tool is to remove the plugs(rivers) that hold the flares? I wouldn't want to break them.

Those rivers were made for one time use only.

you have to take a nail punch and hit the center of each rivet and that gets the rivet out. you need new ones to replace the old ones like mrbmwx5 said.

So there's no way to take off the wheel well plugs without damaging them?

No, there isn't. You need to use new rivets after removing the old ones.
