new window regulator

Hi I just got new window regulator form ebay and I fould out it doesn't have the plastic part. Is it normal? If it is, should I order the plastic part again?

The plastic I mentioned above is the one holding window. I dont think I can reuse the old one. The old one does't hold the window well.
