Akebano Brake Pads w or w/out shims...

I want to eliminate or reduce my brake dust and was thinking of going with the Akebano pads. Can you tell me if I need just the pads or the pads and the shims? I assume just pads would be for changing Akebano for Akebano pads am I close? TIA!!
