Do you mean out of the tips? If so, its just condensation and yest it is normal.

Only when the engine is cold!Does it do it with a warm engine?

Very common, especially after idling for a long time since the water collects on the ground below the tips instead of being blow out from driving. Seriously, it's absolutely nothing to worry about.
