Uh...No thats not normal..once the car is completely warmed up and after driving for a few minutes you shouldn't hear anything..I mean, you shouldn't ever hear it anyway but with the weather being so cold you'll hear a few more things than usual upon initial start up of the car..but like i said, if you're hearing it all the time..thats not normal..

man oh man... why am i scared of this vehicle so? All the things I see on this forum that can go bad...

i will try to identify the sound this weekend.. or maybe next.. this Sat low will be 14 degrees in Richmond Hill Queens.. whoo hoooooo !

My fuel pump started making that sound also. Finally the noise stopped but so did the car. The pump and fuel sender were changed out together. Cost including labour was about $1400... Runs quiet now. 2002 X5, 4.4i

If the pump is buzzing, that is a good indication it is on its way out. For what it is worth, I let the pump buzz on my e36 for nearly two years before it finally gave out. Not saying that is typical, but you never know how long it will last once the buzzing starts.

If you are still under the CPO/extended warranty it should cover a failed fuel pump, but I am not sure if they consider buzzing pump a failure. My dealer always gave me loaners when my car was in for warranty repair.
