I installed a new AC condensor and have not charged the AC yet, I was wondering does the AC have to be working for the heater blower to turn on?

No, the blower runs independant of the A/C compressor running. Your A/C will not cycle until there is pressure in the system, so don't be surprised when you don't hear it cycling on and off.
