05+ inner high beams reprogrammed?

On the 05+ models the inner high beams only work with the lever pulled towards the driver to flash the lights. When pushed away the xenons are used as standard high beams and the lever will remain forward. I searched, nothing on this particular issue.

Question- can the inner high beams be reprogrammed to operate when the lever is pushed away from the driver as standard high beams? If so, can both the xenon high beams and inner high beams operate at the same time? Or too much powered pulled.

I ask because my previous 03 without xenons had incredibly powerful high beams. The facelift version 05+ still has those high beams, however, they can only be used temporarily, you have to hold them down. There is no comparison between the two, the halogen high beams are awesome.

Also I'd like your opinion, would any of you be disgusted with a cb antenna on an x5? I do 400 miles of highway driving a week, and would love one, but I know it would just look awful. If I did it it would be a four foot black firestik antenna mounted right or left next to the license plate lights. Sticking about a foot and a half over the top of the car. Would be removed in-between trips and would have a cobra 75 inside under the drivers seat.
The most major concern is I don't want to attract attention from coppers. I have a black x5, tinted windows, I think a Antenna hanging off the back would be suspicious. Thanks fellas your opinions are much appreciated,
Matt
