quick question about angel eyes
 

just wondering about angel eyes, mine are factory installed inside some headlights i got off ebay, i was going to connect them directly to the ecu ( straight wires ) but theres a fuse and relay and ballast kit you can get, question is if i get this kit with the ballast will it make the rings brighter than just wiring them directly to the ecu ?
