From your reply...I have to assume that you've never heard of UNLOCKING your OBC which reveals multiple TESTs...test 9 reveals battery voltage with engine off (ignition in position 1 or 2)...or the alternator charging system (if the engine is running).

We could be more helpful if there was vehicle info. There are 2 different instrument clusters (low & high)...and there's no model/model year info in your post to know which one you may have (in case you want instructions on how to UNLOCK your cluster)

Ok so I did the test and it says 11.9V before starting it up. Running it says 14.0V..
Now what do I do? The seatbelt and airbag lights are both still on Andi took it for a drive and the steering still feels weird
