LED angel eyes

Would someone please be able to tell me how to code my angel eyes so that the bulbs dont flicker on and off on startup. My new bulbs are now only about half brightness because of this process. Thanks guys.

somebody has to shut off the check light power i think its called so it doesn flicker..
