does vaccuum leak make your car harder to start in extreme cold weather ?

No idea fella, sorry, I know for sure that battery below par will be one reason you have problems starting in cold weather

Yes, because a vacuum leak creates a lean condition and an engine needs a rich mixture when it is cold outside. Back in the old days there was a choke, either manual or automatic that created the rich mixture on the initial start up.
