I had this issue with low/poor heat and it turned out to be a faulty fairly new aftermarket Heater control valve. This is the thing on the driver side (US) with two solenoids on it and heater hoses running to it. Feel the hoses going into and out of this valve and you may find the bad actor. :dunno:
