Mystery Part on top of Windshield Washer Reservoir

While prepping to fix a leak in the windshield/windscreen washer system, I noticed a part mounted on top of the reservoir, but have no idea what it is or what it does. I've looked through a bunch of threads/online/RealOEM/ISTA/TIS, etc, but still stumped. Here are some pics.

Help is appreciated! Part is circled/pointed at in red. Is it some type of filter? Does it need a second hose or is that one side (facing the rear of the vehicle) supposed to be open?

You left no model/model year information...which makes it impossible to look up anything to share with you.
