Sounds like a bad module. EEPROM is where the software for a module resides. That response leads me to believe that communication is not possible because of a hardware issue - internal component and/or interconnecting wiring issues - or the software is corrupted.

I brought the car to the dealer, they charge me 130$ only to tell me that I need to change the module price 1500$

Of course they did! Dealers don’t fix anything, they just throw parts at it. Do as I suggested and take it off and send it to a repair service for $300.
