This will result in a loss of performance. No question about it.

But I'm guessing the allure of 'looks cool' tends to overwhelm the logic....

Yes. It is common knowledge that such cone filters in the engine compartment will suck in hot air causing the car to lug about even on moderately warm days. Generally the cone filters are poor at protecting the motor (and you oil) from particulates. And you loose so little HP with modern intakes that the theoretic gain (excluding the heat issue) that one might get from a "hi flow" intake is less than 1%...
