Key Remote Reprogramming

My wife lost the remote part of the key remote. The remotes are available on eBay for under $50. Can the dealer reprogram one to operate a different vehicle? If so, any idea on cost?

I have heard in the past that they are supposedly VIN specific.. I've seen on those eBay listings that they can be reprogrammed but I have never seen that done.
