There really is no 'official process' to CPO a car coming off lease. Ask dealers over on BF 'ask a dealer' and they fall all over themselves saying it cannot be done.
But the mechanics are simple: A BMW dealer acquires a car; They CPO the car (a BS inspection, then register it with BMWNA) then they sell the car.
With the 'off lease' they buy it from BMWFS, inspect it, cpo it, then sell it to you. All in, potentially, hours.
If you are cool, and you have a relationship with the dealer, they may do this for you. The BIG question is 'How Much'. The dealer pays BMW $2k or so (WAG)... they also usually pay under your 'lease buy out price'... they take an hour or so to inspect. Key is that they need to replace brakes if under 50% and replace tires if under 50%. BMW maintenance will not pay for this, so it may cost you (dealer) a bit to bring it to CPO standards.
Do keep in mind that major accidents, damage, paint, long histories of repairs are all OK for CPO...not so much about this reply, but more pointed to people who think a CPO is somehow a different 'kind' of used car. :)
