I had a look at the BMWCA CPO document. The plan names specific components that are covered. It says all others are specifically excluded. By that definition, glow plugs are not covered. Furthermore, they don't cover wear, only defects in manufacturing. Even if a covered item needs replacing, it depends on why it failed. Was it manufactured wrong back in 2009? Or has it worn since? And if it was manufactured wrong, why did it wait six years to fail?

Doesn't hurt to ask, but it sounds like the dealer already gave you the answer.
