There are 2 distinctive actions that are shown to the user as one system. Anytime the engine is running and you pull the lever up, or activate auto-hold, all 4 brakes are squeezed thru the hydraulic system, the actual parking brake is not activated. Once the engine is shut off pulling the lever activates the actual park brake motor.
As always, the easiest way to find out more about the problem is to use some kind of scanner, OEM level preferably.
