The variable speed aux fan in your vehicle operates when the coolant reaches 120° C (highest speed), or when the radiator outlet temp sensor reaches its preset input temperature, or when the IHKA panel signals specific AC pressures over the K & CAN buses, and at specific speeds (ie standing still or low speeds in urban traffic w/high ambient temps):

If the fuse is blown, don't bother replacing the fuse until you replace the fan, not unless you want to burn up the wiring harness.
